This is a really cool intersection in Edmundston, New Brunswick. The red arrow comes on when the opposing traffic has a flashing green arrow so no one can turn right on red during that phase. A right turn arrow comes on to allow traffic to turn right without stopping when the main street traffic turns left in both directions. Complicated but simple.
